It's a modified version of virtualdub (as the name suggests) that supports MPEG files. Simply put one of the best encoding apps ever made, and it's free! A lot of people like to use it in conjunction with various other tools (other than Dr. DivX, I mean), and that seems to work pretty well, too. So this seems like a good deal.
