The catch – and key difference between this and the Action Pack – is that you cannot use these licenses in production.  The Action Pack software you can use in production with no problem.
You are right on the Action Pack needing a test to be able to order it.  However that test is amazingly easy so don’t let that discourage you on it.  Frankly I think they did that just to prevent anyone from setting up a bogus partnership and just ordering the software.  They are making you put a little skin – emphasis on little – in the game.  You are also right in that technically you can’t use the Action Pack software once your subscription expires.
Regardless, that 40% off is a great deal.
