First you have to register your Starbucks Card account online with Starbucks.
Then you open a WIFI account with AT&T and create a user name and login. As part of the process you supply them with your Starbucks account. By providing the account you are giving AT&T the ability to look at your activity with Starbucks for the purposes of determining if you've made any purchases/additions within 30 days.
I think a work around for the one session of 2 hours per day is to buy multiple Starbucks Cards and use them as needed to create additional ATT WIFI accounts.

The way they handle this is actually pretty smart.

First you have to register your Starbucks Card account online with Starbucks.

Then you open a WIFI account with AT&T and create a user name and login.
