With the iTunes Store for movies, Apple has a way for parents to keep their kids from renting or buying something like "Reservoir Dogs". Perhaps they are just missing such a facility in the apps store for now, so are being aggressive about it until they figure out how to do something similar for iPhone/Touch? About the only reasonable excuse I can imagine . . .
