People will find ways to do harm to themselves regardless of what laws are put in place to try to "protect" them. There are seatbelt laws and some people refuse to use them. Sure, you could limit the player's volume, but that's pointless considering the user could just add an external amp if they really feel like blowing their eardrums out.
